Jay was born on July 6, 1936 in Adena, Colorado to Odie and Florence Short Delk. He married Essie Brinsfield on February 23, 1959 in Cheyenne, Wyoming. Jay had a love for driving and junking. He loved his family and friends and cherished the time he was able to spend with them.

He was preceded in death by his parents, Odie and Florence Delk, his grandparents Villa Mason, Kneely and Bertha Delk, and brothers, Ray Dean Delk and Ernest Delk.

Jay is survived by his wife of 61 years, Essie, daughters, Glenda Bailey and Wilma Delk of Andrews and Neva Phillips of Breckenridge, Texas, brothers, Ermie Dean Delk of Westminster, Colorado, Luella Wilson of Shakelfords, Virginia, Dale Delk of Grand Junction, Colorado, Virgil Delk of Colbran, Colorado, Rickey Delk of Grand Junction, Colorado, and Ronald Barber of Fruita, Colorado. 7 grandchildren, and 16 great-grandchildren.
